I think Quebec wouldn't be so eager to leave if Canada took the Queen of England off their money and got rid of all the other British vestiges. The Quebecois resent the history of the British in their province. If Canada kicked all the British nostalgia to the curb the Quebecois might feel more Canadian. Also if more Canadians learned French outside of Quebec they might feel more included.
