Rob, it's basically the same as "devil's night", the night before Halloween when you run amuck and roll yards, soap windows and other anachronistic acts of childhood terror. The only place I've ever heard the term used is in Passaic County, where my wife grew up.

In Orange County, NY (Jersey border) it was generally called either "Gate Night" (unsure of the origin of that one) or Devil's Night. ... This Korean version of "Scarborough Fair" is excellent.
