I called the city on a Brooklyn landlord to court once (successfully) because he wouldn't heat the apartment properly. This was in 1992, I can't imagine how the city caters to landlords now.

When I lived in Manhattan I ran an extension cord to the hallway light fixtures to power electric heaters.It was a commercial building and the heat went of at 5pm and back on at 9am
