Somehow I've always suspected in a real emergency that would trigger a national EAS alert, we'd hear the EAS tones and then silence as the EMP takes out every non-hardened electronic device.

EAS is a 1950s setup that just can't be made relevant to seurity problems that would occur now. But people somewhere are getting paid government salaries and bennies to work on it and oversee it, so it will never die.
