From WGBH or some Canadian authority, most likely. Maybe California public television. Earthtone sounds for young brains.
Check out Boards of Canada if you haven't already. There name is already a nod but they very much have an educational film soundtrack vibe. Plus the soundtrack of 70s a/v malfunctions too - haha!
