They are3 the ame note, and an instrument with fixed tones (like a piano), they are identical. But I believe instruments that can slightly change tonality (violin, horns), they would play G# slightly lower than A flat in appropriate situations.s (But I could be wrong, of course)

I think this all has to do with just versus equal intonation, distances between notes aren't all exactly the same. Sort of like needing extra days for leap years, you wind up with different C notes as you go up scales. At least, that's what I think...
