We went on a day trip to Montanegro and went through one of the last secured border checkpoints in the former Yugoslav Republics. That was weird. We sailed right through but the picked through every Croatian's car with a fine toothed comb. And this checkpoint was going away in just a few months.

My knowledge of Slavic languages is rather minuscule, although I've read on the Hapsburg and Prussian Empires edicts on issuing surnames. In the areas of Poland under either of these empires, you would be issued a surname by the local bureaucrat, unless you paid a bribe. If you wanted a really nice name, (ie: goldman (even if you already were a goldsmith)), it would cost more. So, it is possible, but I don't know enough about the etymology of Polish to fully answer your question.

Re: "The Leszczer's": An error by the band, or can you "legally" make plurals w/apostrophes in Polish? I was shocked and appalled to find that Dutch allows apostrophic pluralization, which in English is only done in (hideous and gross) error.
