Some functional adaptation would need to be present to trigger either evolution or de-evolution. Now Mothersbaugh probably emphasised de-evolution to highlight the absurdity of humanity's "de-evolution by choice" in many areas of society. (Freedom of choice--is what you got. Freedom from choice--is what you want!)
